WHERE IT STARTED
FIRST SEEN: Long-standing; documented by police since at least the 1980s · GOING FOR: Decades

A long-standing door-to-door crime; the current wave of US federal prosecutions began after Hurricane Ian in 2022, with the largest, John O'Brien's $1.5 million scheme, sentenced in Rhode Island in April 2026.

Door-to-door 'storm chasers' and driveway-sealing crews have preyed on homeowners for generations, with Irish and British Traveller crews known to police in both countries since at least the 1980s. The modern pattern spikes after hurricanes and tornadoes, when unlicensed contractors take deposits for repairs and vanish, and is aimed at older homeowners who can be talked into 'urgent' roof or chimney work. US federal cases since 2024 have used wire-fraud and tax charges against repeat offenders who move between states.

HOW IT WORKS

A contractor knocks on the door claiming to have spotted damage, or appears after a storm offering fast repairs, and takes a large deposit or full payment for materials. Work is not started, is abandoned half-done, or is deliberately shoddy so that 'extra' problems are discovered and billed. Elderly clients are revisited for months with new invented faults. Some crews also inflate insurance claims. Cash payments and false names make recovery almost impossible.

HOW USEFUL IT IS TO CRIMINALS

Requires a ladder, a van and confidence; a single elderly victim can be milked for six figures over many visits. No body publishes a total (the FTC folds it into general consumer complaints), and most cases are treated as civil disputes unless a federal wire-fraud or tax charge can be built, so prosecutions are rare.

THE DAMAGE IT HAS CAUSED
$1.5 million
Losses in the largest recent federal home-repair fraud case (O'Brien, 2026); no national total is published — US Attorney D.R.I. via Boston 25 News, Apr 2026

No body publishes a total loss figure; the largest recent prosecuted case is John O'Brien's $1.5 million from New England homeowners (US Attorney D.R.I., 2026). Victims are often left with homes physically damaged by bad work and, being elderly, with no time to recover savings.
